Institution of HR Professionls

The Institution of Labour Offices subsequently called as Welfare Officers, Personal Officers and now Human Resource Managers in factories and industrial establishments had its origin inn the recommendations of the Royal Commission on Labour Made in 1931. In the early days, the Cotton Textile Mlls in Mumbai used to appoint “ Jobbers” (Group Leaders) who were given unrestricted power and authority in the matter of recuruitment, deployment, promotion, discipline and work extraction from workers. Due to unlimited powers and authority there was wide spread nepotism, favoritism and corruption amongst the Jobbers. They were asking for money for offering jobs to villagers who were coming from villages in search of employment to the city of Mumbai. It was alleged that the jobbers were not only demanding bribes for giving jobs from these new workers, but also monthly “Haftas” on their pay after terir employment. In order to curbthe power and authority of jobbers’ the Royal Commision on Labour in its Report recommended the appointment of Labour Officers to look after labour related functions such as recruitment, employee records, administration, discipline etc.

Informal Group of Labour Officers

Pursuant to these recommendations byabout 1940-45, most of the cotton textile mills in Mumbai and other industrial undertakings had already appointed Labour Officers. For some years after their initial appointments, these Labour Officers used to meet periodically at the Mumbai Millownwers’ Association to exchange views, pool their experiences and discuss questions of topical interest and importance to their new and growing profession. In view of the growing importance of labour in the national economy and the passing ofa nmber of enaments pertaining to labour, the need was felt to form an association of Labour Officers, where numbers could meet, discuss and improvement of the conditions and status of labour and for building better employer-employee relationships.

This led to the formation of an Association of Labour Officers, under the Chairmanship of late Shri R. G. Gokhale, who was the first Labour Officer to be appointed by the Mumbai Millowners’ Association to look after the well being of workers and to promote harmonious relation between the textile employers and the workers working in member mills of the Association.

Birth Of National Institute Of Labour Management (NILM):

The National Institute Of Labour Management (NILM) was established on 26th January, 1950 with its own Constitution framed and adopted by the informal Association of Labour Officers. The late Dr. V. V. Giri, Ex-President of India, who was the then Union Minister for Labour, Formally inaugurated the institute at the First All India Conference of Labour and Welfare Officers held in April, 1953 in Mumbai. The Institute was registered under the Mumbai Socities registration Act, 1860 (No. 3261 of 1955/56).

Late Shri. Naval H. Tata Founder President:

The NILM had been very fortunate in having Late. Shri. Naval H. Tata, of House of Tata’s, a member of the Governing Body of the Intenational Labour Organisation, as its President since its inception till its merger in 1980 with the Indian Institute of Personnel Management (IIPM) which was the other Indian Institute of Personnel Officers functioning from Kolkata, to form ‘ The National Institute of Personnel Managment’ (NIPM). The long and continues association of late Shri. Naval Tata with NILM had been a Management‘ (NIPM). The long and continued association of having Late. Shri. Naval H. Tata, with NILM had been a source of Strength and inspiration to the members. While formally inaugurating the Institute the late Dr. V. V. Giri had stated that no better person than Shri. Naval Tata could have been elected as its Founder President, who possessed expert knowledge of problems relation to labour and industry.

Merger Of NILM & IIPM:

Many of the personnel and HR Professionals were common members of both NILm & IIPM. These members conceived the idea of merging these two institutes to form a single All India Association to present the profession of the Personnel Management. In 1958 talks were initiated between the Office Bearers of the two institutes in an informal way. In early 70’s the process of discussions got impetus and a number of meeting were held between the Senior Members of both the Institutes to take concrete steps for the merger. In order to bring about the merger expeditiously the respective Institutes appointed two Merger Groups to represent each of them to finalise the terms and conditions of merger and to frame a new Constitution. The NILM merger group consisted of S/Shri N M Vakil, M. L. Gore, P. M. Mantri and S. D.Marathe.

The NILM and the IIPM organized the First Joint Conference at Hydrabad on 15th- 17th March, 1979. The members of NILM & IIPM at their respective Annual General Meetings held on 17th March, 1979, adopted Resolution to merge the two organisations in to one single body as National Institute of Personnel Management (NIPM) and to register the same centrally at Kolkata. The Resolution also included the broad terms of merger and to set-up a joint Implementation Commitee for drafting the Constitution of the new body.

The NILM and IIPM organised the Second Joint Annual Conference at Madras on 13th- 15th March, 1980. The members of NILM and IIPM held separate General Meetings on 15th March, 1980 at Madras and adopted the Resolutions dissolving their respective bodies and forming a new merged body, viz. National Institute of Personnel Management (NIPM). Leter, on the same day a joint Meeting of the members was held which adopted the new Constitution and constituted an Ad Hoc Central Executive Council for the new body. Thus, the NIPM came in to existence on 15th March, 1980.

NILM Trust

Before the merger, the NILM, “ The Settler” created a Trust known as “NILM Trust” and executed a Trust Deed dated 6th March, 1980 between Shri P. P. Kulkarni & Shri. S. D. Marathe, Chairman and Honorary Secretary of NILM respectively of the One Part and the newly appointed “ Trustees” of the Other Part. The initial Trustees were S/Shri. M. S. Warty, N. M. Vakil, J. L. Gore, V. G. Kulkarni and H. S. Poredi. Under the Trust Deed the settler i.e. NIPM settled a sum of Rs. 3,52,000/- in Fixed Deposits in Public Sector Banks and 5 fully paid Shares of the face value of Rs. 50/- (Rupees fifty only) each in Prathamesh Co-Operative Housing Society Ltd., Prabhadevi Sea Face, Mumbai 400 025 for the benefit of the Beneficiaries. Under the Trust the expression “Beneficiaries” means all members of the NILM, any other persons who may from time to time admitted to the membership of the NILM and all members of the Mumbai Chapter/Branch of National Institute of Personnel Management. By virtue of these presents all the members of NIPM, Mumbai Chapter and those who join as members in future are the Beneficiaries under the “NILM Trust”.

The Trust is managed by the Trustees accordingly to the objects mentioned in the Trust Deed. The Trustees have the right to appoint new Trustees from among the members of NIPM, Mumbai Chapter in the vacancy caused due to the death and resignation of the existing Trustees. The Present Trustees of NILM Trust are S/Shri. V. G. Karnik, M. S. Naik, M. L. Gore, P. M. Mantri and S. L. Dwivedi.

The NIPM is now the only All-India Body of Professional HR Managers dealing with Personnel Management, Industrial Relations and Labour Welfare in the Country. The total membership of NIPM is about 10,000 spread over 50 Branches all over the Country. These Branches are under the territorial jurisdiction of five Regions viz, Western, Eastern, Southern, Northern and Central.

The NIPM Kolkata is registered under the West Bengal Socities Registration Act-No. S/27291 of 1979-1980.

The NIPM is a non-profit making body and its main objects are to encourage and assist the development of HR Management by spreading knowledge and information about its practices, by promoting investigations and research and establishing and maintaining, through training and other services, high standards of qualifications and performance. With aview to fulfilling these objectives, NIPM arranges conferences, seminars , Training Programmes, Study Courses and Meetings, awards, Post-Graduate Diploma in Personnel Management, keeps in touch with the Government Departments, Employers and Trade unions Organizations for the purpose of obtaining and disseminating information in Personnel and HR Management, Industrial Relations and allied functions.

NIPM is recognized as the leading Human Resource Management Institute in India supporting standards of excellence in every phase of the profession and represents practitioners in business, Government and academic community. It is the premium forum in the Country devoted to furthering the cause of professionalism in the Personnel and Industrial Relations field through an exchange of knowledge and experience of experts from all parts of India.

Post Graduate Diploma In Personnel Management (PGDPM):

The NIPM having felt the need for appropriate education for Personnel Managers which would not only take care of the industry’s requirements for experts in the field of Personnel Management and Industrial Relations but also related functions in other disciplines evolved a Model Curriculam for such education and introduced its Post-Graduate Diploma in Personnel Management.

The Diploma awarded by NIPM is recognized by the Government of India for the purpose of recruitment to superior posts as also by the State Governments of Maharashtra, Andhra Pradesh, Karnataka, Kerala, Rajasthan, West Bengal and Goa for the purpose of recruitment of Welfare Officers under the respective State Factories Rules.

The NIPM Mumbai Chapter celebrated the Silver Jubilee of the PGDPM Programmee which was started by the erstwhile IIPN Kolkata, in March 1978 by organising a “ Get-Together” of the students who had appeared for the examination held at Mumbai Centre during the past few years. The Get-Together was held on Saturday, the 15th November, 2003 at the Institues’ premises. About 40 students were present for the Get-Together who gave a feed back about the Diploma in getting employment or promotion in their existing jobs, its inadequacies and made sugessions to revamp the curriculam etc.

Institutes Crest, Code Of Ethics & Quarterly Journal

NIPM has its own ‘Crest’ and ‘ Code of Ethics’ for its members to follow. The Institute publishes a Quarterly Journal “ Personnel To-Day” devoted to the study of development in the profession of HR Management and its practices Nationally and Internationally.

The NILM published a Quarterly Journal from it’s inception till its merger with IIPM. Late Shri. H. S. Poredi who was working with the Mumbai Mill Owners Association as Labour Officer was the Editor of the Journal throughout.

The Chapters of the Institute hold the Regional Conferences, Symposiums, Seminars, Discusion Meetings, Refresher Study Courses , etc., on important topics of Personnel and HR Management and Industrial Relations to encourage and assist the development of the profession. The Institute promotes investigation and research on the subjects of topical interest pertaining to labour.

NIPM is a member of the Asia Pacific Federation of Personnel Managment, which is affiliated to the World Federation of Personnel Management Associations.
